Why are preseason cuts handled this way?

I'm curious if anyone can provide any insight as to why the game requires teams to make a series of cuts gradually down throughout the preseason rather than just simply having a single cutdown day...

To my recollection, EA only has exclusive rights to the NFL on PCs and consoles. It would appear so considering EA's Madden is accompanied by various other NFL licensed games on iOS and Android...
