Yes, but this is done on the Roster tab (Player Data | Player Unknowns) rather than the TRAN tab. There is a field named PLFL and will contain a value of either 9, 10, 11, 12, 13, 14, or 15 for players who are transferring to a different school. Change that value to 17 and it will simulate you convincing the player to stay with your school.
