So some folks are saying once per yearly edition of the game, while others are saying once per calendar season in the game. Which is it?

Yeah it's once per year; unlike the financial takeover the international manager one takes a while to work. If you have that career still running you will get an offer just before an international window. I know if you use it when you start a career (on July 1) you get the offer around late August (31) or the first week of September before that international period.

Unfortunately I don't have it going anymore so I'm pretty screwed.
