Because you can use each item ONE time.

If there are two TAKEOVER items in the catalog, you can buy each one once, and apply them to ONE Career Mode season.

It's the most lame brained system ever, but that's how it works.

I am questioning what you are saying here. In FIFA 14 I used a financial takeover with the Revolution, an MLS team with a small budget of around 1-3 million. So obviously I applied my financial transfer to that career. And the budget for second was around 16 million. So at least for me I got the takeover the next season. It wasn't as high as in the first season but my owners still gave me a decent amount of money compared to what I had to begin with.

And also with the one time per season thing, you are only allowed to purchase the item once in the game. For example, I accidentally wasted my first financial takeover on a random MM. This was the one you unlock at level 12. But I had a fellow OS member gift me the level 35 one and I used that in my Revolution career fine. So in FIFA 15, I will be able to that level 12 financial takeover again. So that should clear everything up.

Can you gift it to friends as many times as you want? And if so could the person receiving it use it even if they already have purchased it?

No they can't receive it if they have already purchased it. Therefore, you can only gift it once.
