PCSX2 1.6 has an included widescreen patch option. It's just a matter of getting everything visually to work with it.

The Week 12 ratings are available. EA finally added Dez Bryant with an Ovr 76 rating. The 2018 MUT ratings I used for D. Bryant was too OP. I will share the latest roster work for everyone to use and enjoy.

Where can I download the latest franchise file?

I ran the Fran file and updated the Week 12 zip file on the main page. This includes the Ros and Fran files now.

Is every team supposed to be 100 overall; or is there some sliders/settings suggested to use with these?

The high overall ratings is just the way the EA Madden ratings are being converted. This years Madden release has been anything but stellar. (no surprise)

To counter this in franchise we bumped the salary cap. As far as settings (difficulty/penalties). These are at your discretion. There are a few good settings posts on these forums you can reference to help you with your settings quest.
