    Regarding Chapman's domestic violence issue...

"The commissioner can place a player accused of domestic violence, sexual assault or child abuse on paid "administrative leave" for up to seven days before a disciplinary decision, which can be appealed to the sport's arbitration panel, chaired by an independent arbitrator. The commissioner also may defer a discipline decision until the resolution of criminal charges.

Suspensions that are upheld are without pay, and there are no maximum or minimum penalties. Players will not receive service time for the period of the suspension.

Players can be suspended with pay while criminal charges are pending if the commissioner determines "allowing the player to play during the pendency of the criminal or legal proceeding would result in substantial or irreparable harm to either the club or Major League Baseball." If the discipline becomes an unpaid suspension, the player has the right to offset the time served against the penalty but must repay any salary he received from his team during the paid suspension."
MLB announced a new policy in August of this year.

Coverage includes audio and video clips, interviews, statistics, schedules and exclusive stories.

    Treatment and Intervention:

A joint policy board, consisting of three experts in the field and two representatives each from the MLBPA and the Commissioner's Office has been established. The board is responsible for developing a treatment plan.
Players may be required to submit to psychological evaluations, attend counseling sessions, comply with court orders (including child support orders), relocate from a home shared with his partner, limit his interactions with his partner, relinquish all weapons, and other reasonable directives designed to promote the safety of the player's partner, children, or victims.
Players who fail to comply are subject to discipline from the Commissioner. All information is to be kept confidential.

    Investigations:
The Commissisoner's Office will invesigate all allegations of domestic violence, sexual assault and child abuse involving members of the baseball community. The Commissioner may place an accused player on paid administrative leave for up to seven days while allegations are investigated. Players may challenge any decision before the arbitration panel.

    Discipline:
The Commissioner will decide on appropriate discipline, with no minimum or maximum penalty under the policy. Players may challenge such decisions to the arbitration panel.

    Training, Education and Resources:
All players will be provided education about domestic violence, sexual assault and child abuse in both English and Spanish at regular intervals. Resources to players' families -- including referral information, websites, hotline numbers and outreach facilities -- will be made available, along with a confidential 24-hour helpline.
An annual program of community outreach will be developed. It may include public service announcements featuring players, domestic violence awareness days at ballparks and other activities designed to spread awareness on the issues.
It appears from this that all decisions are handled thru the commissioner's office and not the team? Will Manfred suspend Chapman - I honestly don't know. They haven't said/done anything with Jose Reyes who was arrested last month.

It will indubitably hinder anything the Reds want to do with Chapman. It's an enigma - will he be suspended at all? If so, how long - 25 games, 50 games, 100 games?

That last point I'm kindly surprised that the players' association didn't bind a number of games or even some sort of "protocal" to any cases that pop up. It just seems like it's all according to the league office and eventually an arbitrator once the player (in most cases) appeals.

They were scared ****less because of the Ray Rice incident and ceded a great deal of power on these types of situations. Hopefully Manfred is more judicious wielding power than Roger Goodell.

          Re: MLB Off-Topic

Mlb proposed some netting guidelines for teams.

          The recommendations are as follows:

Teams will be encouraged to shield the seats*between the near ends of both dugouts (i.e., the ends of the dugouts located closest to home plate) and within 70 feet of home plate with protective netting or other safety materials of their choice. The Commissioner’s Office has retained a consultant specializing in stadium architecture and protective netting to assist interested Clubs in implementing this recommendation.

Clubs are encouraged to continue to explore ways to educate their fans on safety issues beyond the mere disclaimers and signs warning them of flying objects leaving the field, and the league will provide teams with resources to assist them in this area.

The Commissioner’s Office will be working with the Clubs and online ticketing sellers to identify ways to provide customers with additional information at the point of sale about which seats are (and are not) behind netting.

Within 70 feet of home base doesn't seem like much to me. Granted I'm used to going to games in Oakland where 99% of the seats aren't that close. I'm sure in intimate stadiums it'll be some help.

Phillies have already announced they are extending the netting.

Good for MLB and the Phillies, specifically.

This is a must as these are injuries that could easily be averted.

I like it being implemented. My grandmother actually got hit by a foul ball at a game last season.

A recommendation eh? Is this one of those recommendations in which all parties have agreed beforehand to adopt the policy anyways? Because if not then it isn't much use. How about instead of recommending it, you require it?

The clock is ticking on a tragedy waiting to happen.

Those seats are way too expensive anyway. I'd rather sit somewhere where a net isn't obscuring my view.

But hey, hopefully the "We Must Do Something" crowd stays quiet now for a bit. Even though we all know that won't happen.

Hopefully the "nets obstruct views" crowd can quiet down too and let teams install nets without further hassle. A net has never detracted from my enjoyment of a live game.

I'm sure people complained about the view when they first put up those nets directly behind home plate. Meh.

The one time I sat behind home plate it was pretty irritating. And I got to see Kershaw that night.

I still do. I don't sit there. I'd rather sit in the club level than field level if it means I'm not behind a net.

Better that than an unobstructed foul ball straight back at 90 MPH.

I don't mind the nets. I'm a season ticket holder for both the Dbacks and Dodgers that are home plate tickets so I'm used to it.

I can understand why some people disagree with the nets, but given the world we live in it was inevitable.

The Red Sox already have a plan in place for Fenway according to reports.
