That's sick. That's not "neglect", that's smothering him to get him to stop crying. I can't imagine doing that to a child. Having a newborn I understand being frustrated when they're fussy/crying, but I can't ever think why anyone would go that far.

The car was behind the right lane black car, in front of the red, and did a U turns from that far lane, you just never see it in the video because of the awkward angle makes it obscured by the car in front of the car you are looking through.This is pretty crazy. Car 4 is invisicar.
It's because a lot of cars in Russia run with cameras going when they drive, so when an accident happens it's on tape. There also seems to be some infrastructure and regulatory influence, but for the most part I think it's all the cameras.
For the cameras, I looked it up before. In Russia, you pretty much can't get car insurance, so in the instance of a wreck people try to weasel out of an accident being their fault if at all possible. It seems that abandoning your car, in a lot of cases, is preferable to being the cause of an accident. So you run with cameras to prove fault of an accident, kind of like a defacto insurance in a way when you aren't at fault.Comment

That explanation made absolutely no sense. You can see every car that's in the video until that car "appears out of no where". There is no car between the black and red car in the right line.

I agree. News headlines are pretty ridiculous nowadays. It could say "Child does from neglect as his dad wrote his Harvard thesis paper". Does it really make a difference?

23 yr old finds $1,000 in a Walmart parking lot in VA.
Jacob Kroko, 23, found an envelope with $1000 in cash laying next to his car in a Walmart parking lot in Fredericksburg, Virginia. Kroko was honest when he recounted what was going through his mind after the find. He told WTVR CBS 6, “There is always the thought. There’s the thought of, ‘I could leave right now and I’m a thousand dollars richer. But then the next second you’re thinking, ‘What if I lost that money?’”
The Good Samaritan turned in the envelope of cash to the police. Kroko was surprised by the officers’ reactions, “They were shocked that I walked in.” Defense Department Police Officer Jason Carey told the station that he’s seen $10,000 turned in and money is actually turned in to authorities more often than people think. If I watch a person drop their cash, I'll tell them. If I find it abandoned and by its lonesome though, I'll be keeping it for myself.
If it's something more identifiable though, I always look for the owner. I just did it in a public bathroom where someone's iPhone was left in the stall. I searched for minutes, and finally found the person. But you can't possibly walk around and say: "Hey, did anyone leave this $1,000 in the parking lot?" Haha it just doesn't work that way.
Good for him though. It's not crazy to me, just someone's perspective on things. Honestly though, if I lose $1,000 in cash, the last thing I would probably think of is go to the police station and ask if somebody turned it in.
