Can someone explain WHO requires a work permit? I read the rules section regarding appeals, but is it only U21 players from outside the UK that have to have them? I thought that was the case but I think I've seen older players need them too? Just a bit lost, as I signed a 19 year old from ARG who needed one, and a 19 year old from Spain who didn't.

What league are you playing in? Its different for different leagues. The Argentinian would always need one for any league with WP rules, as that is a non EU country. If its post brexit in England you just have to pay 3K a week and the WP doesn't matter.

Correct, Germany is not a league/country that has WP rules.
But they do have youth rules. No one under the age of 17 can play for the first team. So keep that in mind. You can't play a 16 year old wonderkid from your academy. And players under the age of 17 can not transfer into Germany until they are 17.
I assume you are pre Brexit in this Arsenal save then? In which case for the ARG player to get a WP they have to be an international (INT caps), or you have to spend so much money on the transfer itself (can't remember the numbers, % required). I can't remember the exact rules. Brexit comes after the second season though, and WP don't matter as long as you pay the correct wage. Fired up a journeyman save, started unemployed, no badges, sunday league rep. Applied for a few super low level jobs, but (not surprisingly) only one offered me so I had to take it. I'm now leading Albion Rovers in Scottish League 2. Media predicts us to finish bottom, expectations are low which is fine by me. Loved playing in the Eredivise and (Jupiler back then) leagues , my first ever "legit" career ever save on FM was FC Groningen. Clearly remember I had a beast at CB by the name of Virgil Van Dijk starting for me. Very new to the game and did not know many players in general so I had no clue who he was. Had a good run.
Currently in my Journeyman i'm back in the Eredivise with De Graafshap after spending my first 4 years in Uruguay. Looking at top 3 finish with 2 games remaining.Comment

Trying to get my Brazilian CB who didn’t get a pre-brexit work permit a loan deal. Any tips to make it happen? I’ve offered him to clubs and no one has showed any interest yet.

Move them to an affiliate team. If you have affiliate teams (most big clubs usually have multiple) you should be able to right click on the players name, squad > Move to affiliate, select one of the teams. This forces a loan to that club for no wages.

That might not work, as that would be a none EU player for them also. Italy has a rule about 3 non EU players per season, so he would take up a foreign player slot being from Brazil. They'd have to have one open for it to work I think.
