Yessir, any recruit of any state who shows interested in your school of any star caliber (1-5 star) you may recruit.

You also may recruit anyone in your state, that borders your state or in your pipeline state.

BUT...

If they're NOT interested in your school, the recruit's star rating can only equal your school's prestige rating. For example, if your school has a 3 star prestige rating, an "un-interested" player you're going after must be between a 1-3 star caliber, and still must be within your state, bordering state or pipeline state.
