No way does Davis belong on the list.

1 ring deserves exemption, pick any other number of losers since this excellent game was invented.

Not a tie, over any time period. The Raiders have been to the Superbowl under Al Davis (let alone won a few).

Matt Millen, by any standard, is the worst GM ever. There's no argument or room for reasonable disagreement - I can't believe this is even a discussion.

Objectively (by the numbers):

31-97 in eight years as GM of the Lions. The worst in modern football (aka since they've had GM's).

0-16 (2008)

8-50 on the road during his tenure.

Subjectively: the Wall Street Journal once noted that NFL executives admit in private that Millen "has made more bad draft decisions than anyone else in two centuries".

No one will ever match his record of futility, in large part because no one will ever get the chance to continue in their job for EIGHT friggin' seasons in the face of overwhelming evidence that they have no idea what they are doing. Actually, it's worse than not knowing anything; in 8 years, you'd think he may have stumbled upon a winner just by accident in that near-decade of futility. You actually have to TRY to be that bad.

Evidence that William Clay Ford is among the worst owners in history? After going 16-48 from 2001-2004, he was signed to a 5-year extension prior to the 2005 season. He was also the second-highest paid GM in the NFL, because according to Ford insiders, he believed Millen was the best GM the Lions ever had. That's how out-of-touch and clinically braindead Ford is.

Bottom line: there never has been, nor will there ever be, a human being as completely inept and incapable of performing their job as Matt Millen was at being a General Manager of a football team.

Easily Matt Millen

Special mention should go to Joe Thomas who was thought of as a "genius" as he was a personnel guy for the Dolphins then GM of the Colts in the early to mid '70s. He goes to the Niners who were on a bit of a downward turn as the teams coached by Dick Nolan got old and were no longer a top flight team. Thomas would do well by hiring Monte Clark who in his first year saw improvement guiding the team to an 8-6 record but Thomas fired Clark.

Ken Meyer was hired and the team stumbled going 5-9 and were marred by 2 long losing streaks. In the offseason following the '77 season Thomas made incredibly questionable decisions bringing in an old and broken down OJ Simpson to be the main RB. The Niners gave up their first pick in the draft to the Bills to get Simpson. In order to create room Thomas traded a younger and far more productive RB Delvin Williams to Miami for Freddie Solomon. (who had a solid though not great by any means career in San Fran) This would rob the Niners of any tangible running game for a few years. Thomas would release Jim Plunkett after two years. Plunkett would be snatched by the Raiders and go on to be a very good QB for them. Last but not lease Thomas fires Meyer after that one lone season and hires Pete McCulley.

The '78 season was HORRENDOUS as the Niners only went 2-14. The two teams San Fran beat were the Bucs and Bengals. The Niners would've had the #1 pick in the '79 draft if they hadn't given it up to the Bills. Thomas was rightly fired after running the Niners into the ground.

Thomas had lost his marbles to the point that he thought he was going to be assassinated like Harvey Milk was and would literally hole himself up in his office most of the time during his tenure. Needless to say Thomas' reputation was ruined and he never got another job in football again. On the flip side it allowed the Niners to hire Bill Walsh after the worst stretch of football in team history.

Great announcer though...I hope no one holds his GM abilities against him when juding him as a colour analyst because I think he's done a terrific job.

Joe Thomas was a lunatic. I don't know how ownership actualy allowed that nut to burn 49ers team memorabilia. It's a real shame that it happened. But I guess on the bright side, the 49ers went on to a dynasty and put closure on what they lost.
