Who is Mularkey's top assistant? Labeau? I don't think he's going to be a head coach.

I think he's referring to how Mularkey got the job in the first place...not one of his assistants being promoted.

NFL Coaching Carousel 2018

Packers requested to interview Seahawks GM John Schneider and were denied per Ian Rapaport.

Does he have full control of Personnel decisions or does Carroll have control?

Last I knew, Carroll had final say but Schneider got a new deal in 2016 so that may have changed.
