It's a good idea in theory, but hasn't really been executed well to date. The Penn State targeting just a second ago is a good example. Sure, there was some helmet to helmet contact, but it wasn't egregious and the guy was clearly leading with his shoulder.

Well NCAA officials dont execute anything correctly. Should be common sense. Dude wasn't defenseless. Just weak sauce. Give them the penalty fine. Ejection? Pathetic.

If this is in reference to the PSU-Wisc game. Yeah that was terrible. The broadcast had a very passionate criticism of the rule too, more so than I can recall hearing in a game.
