Yeah, when I posted earlier in the thread, I forgot some of the "finer points" of this topic from last year, etc...
Your more detailed breakdown pretty much nails it...
The main thing is that these settings are VERY responsive and can mitigate the sack issues when implemented properly, so thanks for the reminder / detail...
It's really a little.....insulting.
But that's why I love this community. Look for solutions.

Drop those players mentioned AWR anywhere from 5-10 points and you'll def see the difference...
QB AWR determines opposing D AWR...
The higher the CPU QB AWR, the bigger the windows / looser the coverage / pressure lessens...
Lower is the inverse, etc...
Those 60 to 70 AWR guys should really show their "skills" when AWR is closer to the 50-60 range...or possibly even lower...
HOWEVER:
That can lead to inflated sack numbers against these backups, so it's a delicate balance...

They're going to be editing everything from accuracy to traits to bring about the most sim based experience possible, within the game's existing roster logic...
Anyone who's as interested in that concept as I am, may what to drop in / follow that thread...

I really think EA needs to make 2 Different Maddens, I would love to See Madden Vs CPU and bring back all the features that made the cpu and franchise mode so good in the past.
Adaptive Traits, Tuck& Run, Aggressive passing, heck incorporate Head Coach, Vision cone, etc. Just give us the option to turn these features Off/on.

Another thing that improves quarterback play are custom playbook. If you know how to do the 3rd string QB method by having 2 PSN accounts and 2 controllers, you can limit plays that cause sacks. For instance, before I play any team, I edit their offensive playbook and remove certain plays. I delete all hb/fb screens from every formation. I guess you can leave one or two, depending on the team. I also remove all Verticals/4 Verticals on every formation except 4th and long and Hail Mary. I find these methods greatly reduce sacks.
