Basically it's just how the over current protection works, single rail pools every 12v device into one single monitored stream of current, multi rail will split this into different monitored streams (so your CPU and HDD might be on one stream, your GPU on one or two others, etc). What that boils down to is, in a worst case scenario of a short, how much current will the PSU allow through before shutting down. Multi rail PSUs are safer, but really only marginally so until you approach 1000w, and only important if you go over 1000w.
If I was to buy a PSU right now it would be that OCZ you posted.
Here is a question I have for you guys that came to me after seeing dsallupinyaarea's build.
1) Dedicated sound card - Yay or Nay??
I say Yay, I have had way more issues with onboard sound than almost any other mobo issue. It seems like every board I've tried it has been nothing but onboard sound issues.
I currently run a Sound Blaster Audigy 7.1 card. Nothing that is going to break the bank, think I spent $30 on it, but sound quality and lack of issues has always been well worth the money.
Next card I'm looking at getting

So I ran a "can I run it" test on the desktop at my mothers. How much and what do I need to upgrade to be able to run Sim City and make it look better than it does currently on my laptop which will only run it on low?

You basically need a brand new PC if you want anything higher then low settings for Sim City. For around $400 you can build you a good PC for Sim City and most other games as well.

Pretty much you just have AMD for a CPU Quad for under $130. Which is fine for 99% of people.Comment

What brand of PC is it? I am assuming it just a name brand from a retail store. Not sure there is really room to upgrade much on those. The PSU is probably just powerful enough to run the components that came with it. You would basically be building a brand new PC.Comment

As for what you should do, I would ask what are you planning to use with your PC? Headphones? Speakers? Surround system?

How much does it cost ? And you don't want the GTX 650 for gaming. You should go with the GTX 660 or ATI 7870.Comment
