Well with magic you can do it anywhere. With combat, you usually go up with combat training. I can't tell you their purpose, I'm not sure. But I assume it was to "flesh out" the world more than to serve a specific purpose.

Just went into the arena and swung at a dummy about 100 times...no noticeable improvement in my blades skill bar.
Had one fight and swung 6 times: bar jumped a bit.
I don't think the dummies do anything at all, or if they do, it's not worth the time investment.Comment

It uses that file to generate the "real" ini in your My Documents>My Games>Oblivion folder. Make the changes in that ini and your screenshots will be created as BMP's in your game folder. How the heck to you close the first oblivion gate at Kavatch. I keep going back and forth from the church to the captain out front and back again fighting the same demons.
I'm missing something. Any hints would be appreciated. Sorry I hope this hasn't been discussed ad nauseum.Comment
