    yes it does. bears were harder to kill as the game went on and I level up.

    In case you didn't notice, there were some levels say for example 13 where it was easier to kill a certain enemy, then when you level they are all of a sudden much much harder - so in essence the level scaling wasn't even smooth. I recall this really being the case with goblins or whatever they're called.

    I know a bear is no joke, but a super high level warrior similar to conan the barbarian with maxed out blade skills and toughness should be able to trounce the bear rather than hitting it a few times and running away to heal then rinse and repeat.

    A two handed mammoth sword is no joke either.

    Add all this to the fact that it's more fun/challenging to kill other humans who block, attack, have magic, various weapons - while fighting wild life can become much more of a nuisance. IMO my maxed out character should not have a problem dealing with a bear - no one can make me budge on that, I just flat out thought it was silly.

      Nope, that's not how the game works. At level 9 you start seeing black bears and at level 16 you start seeing brown bears. The same black bear you see at level 9 is the same black bear you'll see at level 40 (though by then you'll mostly just see brown bears).

      NPCs level like that, with stats and equipment depending on your level, and some monsters level but not all. Monsters and animals that are quest specific level as well.

      I do agree though that there should be some set places that don't level, or have a minimum level (for instance a place that is leveled to 12 even if you are below 12, but then level with you after). I just think that, for the most part, the leveled system works, sure it could be tweaked here and there, but it does solve a lot of problems.

        I prefer to just be able to massacre little things like bears or animals once I become a high level character in a game like this. Makes me feel like a badass.

          I really hope they dont do the leveling up with you thing....

          I hated how the deadra basically leveled with you as well. I remember a quest I had where I had to get Scamp and Charnefer stuff but every freaking Oblivion gate I went into had the updraded stuff like Frost, fire and Earth people insteade. Really annoying and made them quest alot harder than it really was....

            Hearing the leveling up system is similar to Oblivion just means I won't be buying this game after all. HORRIBLE design in my opinion. Dungeons that hold extremely powerful creatures and you should not dare go into those while at a low level is part of the fun of learning this "living" world.

            This system completely ruins that. If I go to the cave at level 5 I will face creatures I can take on. If I go back to the same cave at level 20 then I will again face creatures of my similar level. This is HORRIBLE design choice.

                  I agree. Part of playing rpg's is the unkown danger you get yourself into by wandering into a cave. I want to be totally terrified of going into a cave at level 4 and getting destroyed. Then later on in the game coming back to that same cave and getting my beatdown on. It gives one a since of accomplishment and adventure. I hope it is not like oblivion inregards to leveling. Also, there should be unique and wonderful items in that hard cave to make it worth attempting to go into it.

                    It would be best if they simply offered leveling options. I don't like the mobs leveling with me either, and I am one of those people that actually enjoys grinding to get something. This really takes some of the grind out of it for me when I know wherever I go, I will be able to handle the mobs.

                          Oh no. I thought for sure they would address this. I loved Oblivion but it ended up being a flaw I could not overlook after putting in 70 plus hours. If they indeed for a fact are using the same leveling system then this will be a pass for me.

                          Sigh.

                            These new developments about the leveling are most unfortunate. I might pick it up on PC if I have a good one by the time this comes out, I imagine there is going to be some mods to fix that.

                              Guys dont worry now, lol. Flawless just posted link saying that the system will be more like Fallout 3.

                              From Community Manager:

                              Since people are asking, wanted to briefly touch on level scaling. All our games have had some amount of randomness/levelling based on player level. Skyrim's is similar to Fallout 3's, not Oblivion's.
