It would be EXTREMELY bad luck to get a motherboard without a top plate (ONLY time I've ever even heard of anything like that) AND kill your MB completely with static (usually static will only partially kill your component, and then give you fits with random errors and crashes).

I just unplugged everything and plugged everything back in. Still nothing is happening.

You need to bridge the power pins.
Use something like the tip of a knife (something you can hold steady touching ONLY these two pins) to bridge these two power pins (just touch the pins, PC power switch doesn't stay closed). Alternately, sit your case close to the motherboard and see if power button leads will reach (safer).

Some people use grounding wrist straps so you don't hit the board with a static pop which can damage components. Now it is not recommended to not ground yourself some how before fooling with computer equipment, but I never wear a wrist strap and have never damaged a component but have heard it can happen.Comment

When I first put my PC together I ran into the issue of Windows not liking the mixing of an old HDD with new motherboard. I ended up installing Windows on a fresh HDD. If I plug in the original HDD, but boot from the new one will I be able to read the files on the old HDD?Comment

right click on your user profile > properties > security
where it says "to change permissions. click edit" click edit. then give yourself full control over the profile. apply settings. it may take a minute or so to apply the setting to all the folders and files, depending on how many are there.
^that is how you'll do it in Windows 8(what the PC I'm currently on is), but I believe Windows 7 is the same way or very similar at least.
all the other files should be able to be accessed without any changes.Comment
