Well according to the description, teammates are given 2 attribute points to their offensive abilities (1st level) when this player is on the floor. But again, when I pull my teammate ratings during a game, I don't see a difference. Is this sig skill not working properly or is it hidden?
I can't say for certain it wouldn't help as I haven't tested this out myself, and given that I work with SPs, I'd rather spend it somewhere else. But just based on the description of sig skill, it doesn't sound like it would help as much as just learning the timing of when to go for a steal. It'd be cool if someone here who has this skill and tested it with and without and provide feedback.
As far as reaching in without getting a foul called - based from my games - I find it's really a gamble, with fouls being more common. I don't spam either, when I reach in, it's usually when I double team and we're in that trap animation or when a big is posting up or the big is going up for a shot. More often than not, I get a foul called. I would say 80% of the time, it's a foul. (Actually got DQ'd several times already testing this out haha) I wish they'd just make it an unsuccessful swipe instead of a foul about 1/3 of the time. But yea. Short answer from me: take a chance at a swipe only a few times a game (or be ready to rack up fouls and sit out quarters) I've had my most success getting a swipe when trapping, especially when it's the backup PG handling the ball. Call a double team a few steps before he gets to the halfcourt line and trap him.
