So I want to start doing some unique item quests, and had a question. Like Oblivion, does Skyrim have an "item level cap"? For example if you're 20-30 you get a different version of a weapon than 30-40.

I'm going to disagree very slightly, only due to personal preference. I can see it being highly useful for character skills and perks like you said, but I wouldn't use it myself for quests.
For me I want to able to figure out most of it on my own. I've only just got the game and I found myself pretty stuck in one of the early side quests (The Golden Claw in Riverwood), so i retraced my steps a little bit, observed the environment and found what I needed to do. I personally feel finding out something for yourself is what the game is about, and I feel the guide takes that away if you use it a lot.
But of course I don't condemn people for using it, it is a fantastic resource for people who don't have the time to hunting for minor details.
BTW I was playing golf today.....and some nice butterflies were around....thought about catching them to make a potion.

Can someone explain how enchanting works please? I've read that basically you make armor and weapons stronger, but how do you go about this? Be careful what you use as the item you take the enchantment from will be destroyed. The easiest way to do this is head to the Jarl's place in Whiterun, and into the Wizard's room. There will be an altar there to work on.Comment

From what I've seen/read, you have to "deconstruct" a weapon or piece of armor with an enchantment. By doing this, you "learn the enchantment" and can use it.
Be careful what you use as the item you take the enchantment from will be destroyed. The easiest way to do this is head to the Jarl's place in Whiterun, and into the Wizard's room. There will be an altar there to work on.
When you place that learned enchantment onto a new item the strength is determined by your enchantment skill + any perks and the soul gem used in the process.Oakland Athletics San Jose Sharks

To add, no matter what the strength of the enchantment is on the piece you deconstruct you only learn the base enchantment. So it's wiser to deconstruct a dagger with a +10 fire damage enchantment rather then a greatsword with a +50 fire damage enchantment. You'll learn the same basic "add fire damage" enchantment either way.

My dude is such a boss. Still sporting a full set of Legendary Daedric Armor (armor rating 488) along with my enchanted Daedric Warhammer (Damage 138) that deals 10 points of fire damage. All this to go along with a Necklace of Eminent Sure Grip (two handed attacks do 30% more damage) and my Daedric Boots enchanted so that two handed attacks do 13% more damage. So not only is my dude a walking freakin tank, my warhammer drops all but the strongest of enemies in typically one hit.
I think I just MIGHT be brave enough to take on a giant alone now. I haven't tried it since being launched to Alpha Centauri last time I ran into one.

Damn my short attention span. I'm about to start a third character, and haven't even come close to any amount of closure with my other characters. My first guy I feel I screwed up, to many skill points in to many different area's, I have like 50+ skill points in like 8 categories, jack of all trades master of none. My Mage is going well, but I can't help but want to get back to my warrior roots.-Ohio State-
