I am not sure if there is a guaranteed way (people speculate both awareness and consistency). Consistency can sometimes indicate a high dev trait. Regardless of their dev trait, if they have high consistency they will earn more XP than average.

Production, Durability, Physical, and Intangibles. But also scout the traits that matter for that position. It does no good to draft a star dev Qb, that has C throw power, D Short ACC, B Med Acc, and D Deep acc in the first round, even if he has A durability, and intangibles. But if you see an A intangibiles, I would draft him.

Although this isn't a sexy answer, it's basically correct. Scout the traits that matter to you most and never take a player with less than ideal physical (like a receiver with B speed) because you can easily upgrade them from normal dev to quick or quick to superstar before you can significantly change any physical attribute.

Don't worry about their overall when drafted. I scout physical, if it is an A you have a linebacker that has no limitations on how good he can be. Everything else can be upgraded easily. If he has B intangible he will be a stud right away, C will need some development. Spend your xpa on awareness and his overall will go up quickly. These are usually prototype linebackers. Also, remember intangible grade changes depending on what you have the type set for in your schemes. So if it is set to run stopper your physical beast linebacker will have a lower intangible grade.
