Just a word of warning for those who are grinding certain non combat skills. Most enemies will level up when you do so you may find it more difficult if you increase your level using things like smithing.Comment

It's a mix. Some areas have fixed levels. The guards, some creatures, and a chunk of the main quest related enemies level with you. There's a list in the guide of who levels with you (If you don't have it and want it, I can post it)Comment

So I loaded up my continue, and immediately out of nowhere, a ghost, axe wielding headless horseman, rides out in front of me. Naturally I let out a wtf, and proceeded to follow him. Unfortunately I couldn't interact with it at all, or even do damage or provoke it. Not sure what that was all about.
Anyway, I love the attention to detail and nuances in this game, as I'm wandering around I see a dead body laying face down in a small pool of water, I approach with caution to investigate. As I look around I notice her clothes all all set out nice and neat on a rock next to the water, she'd been swimming, but how'd she die? I look around and see a journal, in it is written how her father warned her to stay away from that spot because of the danger, but she writes how she disobeys anyway as there's no harm. I check her again, and sure enough there's a lone arrow sitting next to her corpse. And right as soon as i begin to move further, I see a group of enemies traveling down a trail, presumably the one's responsible for her death. Well that kind of sucks....Guess I'll keep one file for the story and one for the sidequesting. Weren't we told the leveling problem would be fixed in this game (by having everything at fixed levels, or so I thought)? If story-based enemies level with you, it's the exact same problem Oblivion had!

For example (spoilered in case people just don't want to know)SpoilerMost dragons don't level with you, but Alduin (the main one) does
I'll go ahead and list them (in general terms) since it's really not that many:
SpoilerAlduin, some Dremora (Daedra), Imperial and Stormcloak guards. That's it. All the other creatures, enemies, etc are static. So it's not that bad. Guards likely level to simply keep people honest, Alduin to keep the main story interesting, etc.
In any case, if you are leveling a secondary/non-combat skill, I wouldn't worry about how it affects the enemies...most don't level with you high enough to be impossible or anything.
EDIT: Also, some common enemies have level ranges that is based on your level as well (so you're more likely to face a higher level bandit than a lower level one as you go up in level). These don't go up particularly high though...so there is a limit as to how much they'll stick with you. Eventually, you'll own just about everything you see. Some of that is regional too though. The levels of specific enemies may be static but most of the generic enemies have several variations and you see more of the tougher enemies at higher levels. For example:
SpoilerAt lower levels almost every dungeon was filled with the base level Draugr. Now that I'm at level 20 they are mostly Restless Draugr's and Draugr Wight's.Comment

SpoilerSame here (in regards to iron daggers). Just hit level 90 and unlocked the Daedric armor perk. Now I just need to come across some Daedric hearts. Can't wait until I unlock Dragon armor, as i'm pretty sure I have plenty of dragon bones and scales to create a full set, along with upgrading them to Legendary at the workbench.
I've wasted so much time smithing it's ridiculous, but I can't stop. I actually went back to Riverwood to buy some more ingots from the smith, and it turns out that he was slaughtered during the last dragon attack there.Comment
