Before bringing it to a CPU shop you better off spending your money on a high end after market CPU cooler like a Arctic freezer. Then next thing I would check is your bios settings and make sure what your CPU fan speed setting is on. If its on automatic, change it to full then retest your temps under load. It could be a driver issue which is causing your CPU to not adjust to loads correctly. Look for things like smartfan enabled or something like that in bios.
I'm betting its one of these two. Both you come out way cheaper doing the fix yourself. Give me your motherboard model and I will find you a reasonable priced cooler.
My motherboard is a MSI Z77A-G41 (MS-7758) (Socket 0)

It has to be your fan if your temps are that high and thermal paste is installed correctly.
Now another concern, didn't you paste a picture one time of how dirty the inside of the case was? If your power supply got really dirty and worked overboard & is going out, it could be sending out the wrong voltage to the CPU which could fry your entire PC. I'd also look at the rails on your power supply and make sure you are not getting a ton of spikes or fluctuations in your voltage.Comment

The socket for the MSI Z77A-G41 appears to be the LGA1155.

I fixed the dust problem a while ago.
I don't think it's a fan problem. I think it has to be something with the heat sink.
Here's my case:

What are you classifying as the "heatsink"? You will have a fan attached to your cpu with what looks like a radiator, it has thin metal fins. That is your fan/heatsink. It is all one unit.
There is only 5 ways I can think would cause your issue.
1) improper air flow inside case. In your situation, its not the problem.
2) Poor thermal paste, yet again this has been fixed so its not the problem.
3) Over voltage being supplied to the CPU causing over heating. Possible.
4) Faulty auto fan control from motherboard. You have proven this is not the problem by running fans at 100% and still same problem. Unless fan control is not working at all from the motherboard, unlikely and can be tested by adjust fan speed and see if rpms change. Which yet again could not be a motherboard problem but go back to a faulty/failing fan.
5) Failing CPU fan. 99% chance this is your problem due to fact its the main/master provider of cooling. Cheap easy fix, plus a better cooler, it's the place I would start.

I'm fairly confident in recommending a new CPU fan will fix your problems.
- Top Arrow: CPU Fan
- Bottom Arrow: CPU Fan Heatsink
- Note: Entire thing comes as one unit, as seen in bottom picture.
- Arrow: CPU Locking Lever
- Note: New CPU Fan/Heatsink

Damn I'm sorry for getting your hopes up Candy. My arctic freezer 7 pro is the gen 1 and only works on the 775 socket which is 72mm hole to hole, unfortunately the 1155 socket is 75mm hole to hole. The arctic freezer 7 pro rev 2 is multi-compatible and works with many different sockets, if you can't swing the cost of the cooler master one, this one is $25 http://www.newegg.com/Product/Produc...82E16835186134Comment
